There is a Squid APT proxy is configured at as-sq-proxy.syr.edu.
To configure your local ubuntu install to use it, add a file at "/etc/apt/apt.conf.d/00proxy" with the contents
Acquire::http::Proxy "http://as-sq-proxy.syr.edu:8000";
Run "apt update && apt upgrade" to apply patches.
