This article lists announced plans and incentives from various internet providers in response to COVID-19.
Internet Service Providers
The FCC has made an agreement stating that providers will waive late fees, not cutoff service for lack of payment, and open hot-spots. Individual internet service provider (ISP) efforts are detailed below.
AT&T
Pledges to: "Not terminate the service of any wireless, home phone or broadband residential or small business customer because of their inability to pay their bill due to disruptions caused by the coronavirus pandemic," "Waive any late payment fees that any wireless, home phone or broadband residential or small business customer may incur because of economic hardship related to the coronavirus pandemic," and "Keep our public Wi-Fi hotspots open for any American who needs them." AT&T has also removed data caps on their home internet plans.
They will offer open hot-spots, unlimited data to existing customers, and $10/month plans to low income families

Sprint will follow the FCC agreement, provides unlimited data to existing customers, and, starting Tuesday, 3/17/2020, will allow all handsets to enable hot-spots for 60 days at no extra charge (I expect others will follow).

Verizon
Verizon has no special offers, but following the FCC agreement.
Verizon has made a pledge to "...waive late fees and keep residential and small business customers connected if negatively impacted by global crisis." i.e. they will not disconnect service to a residential or business customer due to "...inability to pay their bills due to disruptions caused by the coronavirus."
